The Supporting Emergent Literacy through Play Certificate Programme aims at enhancing students’ language and literacy development along with knowledge and skills to enrich learning experiences within a play-based programme. This approach employs literature/picture books and storytelling. It shows how books and storytelling enhance children’s development and other aspects of their lives.

This programme encourages children to express their feelings and thoughts and to deal with the stress and challenges they face in life. It also explores the ways early childhood educators develop stories with children and how they foster effective verbal, non-verbal, and media communication techniques to promote active learning.


Intended learning outcomes

  1. Discuss how children’s language and communication skills can be extended through storytelling and books while developing their love for literature.
  2. Support children in the process of reading and to listen to their ideas, thoughts and feelings.
  3. Discuss children’s interests and needs in literature and to spot their own stories during play, drama and music in order to promote and create holistic early childhood development curricula.

Tuition Fee

$4,950 (collected on an equal monthly installments basis)

Tuition fee to be settled by four installments, 1st/2nd/3rd installment each HK$1,238 and 4th installment HK$1236, the first installment has to be settled upon submitting the application.


Professional Certificate in Play-based Pedagogy

Students who have completed all four constituent courses and fulfilled relevant course and attendance requirements will be awarded with a Professional Certificate in Play-based Pedagogy which is equivalent to a HKQF Level 4 qualification.

Certificate Award at HKQF Level 4 

A Certificate Award of Completion will be awarded to students who obtained a passing grade and fulfilled the attendance requirement in individual courses. The award is equivalent to a HKQF Level 4 qualification.

Education Pathways

For graduates applying for YCCECE’s HDECE/BEdECE programme, the credits gained for this programme can be recognised under its credit transfer and exemption policy.

Continuing Education Fund (CEF)

This course has been included in the list of reimbursable courses under the Continuing Education Fund and eligible students can apply for tuition subsidies from the government. Please contact our college for enquiries on eligibility and the application process.

1. Eligibility Criteria

a. Hong Kong residents who have the right of abode or the right to land or to remain in Hong Kong without restriction.
b. Upon successful completion of the CEF reimbursable course and paid-up tuition fees on a monthly instalment basis.
c. Candidates aged between 18 and 70.
d. Applicable to CEF reimbursable courses that bear the CEF logo.

2. Guidance Notes

a. Application form and relevant documentary proof can be provided to applicants who has successfully completed the CEF reimbursable course, applicants should submit all kinds of relevant documents to OCEF.

b. The maximum entitlement for new applicants is HK$20,000. For applicants who have opened CEF accounts before 1 April 2019, they are eligible for claiming the additional HK$10,000 subsidy and the unused balance (if any) of the original subsidy of HK$10,000. The co-payment ratios by learners (i.e. the percentage of fees to be borne by learners) for the first HK$10,000 subsidy is 20% of the course fee* and that for the second HK$10,000 subsidy is 40% of the course fee.

3. Reimbursement Procedures

The application must be submitted within one year upon the successful completion of the course. Late applications will not be accepted. The completed application form [SFO 313 (2020)] with certification by institution / course provider together with copies of supporting documents [Hong Kong Smart Identity Card, documentary proof of course fee paid, documentary proof that the applicant has successfully completed the CEF reimbursable course, documentary proof of passing the specified benchmark test / examination, benchmark test / examination fee receipts (if applicable) and the front page of the applicant’s bank passbook or bank statement showing the name, account number and bank name / bank code] should be submitted to OCEF:
a. Mail to Office of the Continuing Education Fund (Units 07-11, 25/F., CDW Building, 388 Castle Peak Road, Tsuen Wan, Hong Kong)
b. Applicants may also place their applications in the drop-in boxes located at 12/F Cheung Sha Wan Government Offices
