The College recently welcomed Mr. Robert SK Lee SC for a seminar aimed at deepening staff and student understanding of Hong Kong’s National Security Law (NSL) and its implications for educators. The event comes as part of the city’s broader initiative to promote national security education in schools, a requirement for newly appointed teachers since the 2023/24 academic year.
Mr. Lee, a senior counsel, provided a clear overview of the NSL, enacted in 2020 to safeguard sovereignty and stability in the Hong Kong Special Administrative Region. He explained the law’s four key offences—secession, subversion, terrorism, and collusion with foreign forces—and emphasized its alignment with the Basic Law and international human rights standards.
The seminar also covered the Safeguarding National Security Ordinance, passed in 2024, which expands local enforcement powers and introduces new offences such as treason and seditious acts. Mr. Lee highlighted the importance of educators understanding these laws, especially Articles 9 and 10 of the NSL, which mandate national security education in schools.
Teachers were advised to carefully vet teaching materials, avoid promoting unlawful or divisive content, and seek guidance when handling sensitive topics. Mr. Lee stressed that while freedom of expression is protected, it must be exercised responsibly within the bounds of the law.
The seminar concluded with a Q&A session, allowing attendees to engage directly with Mr. Lee on practical concerns.
